The Northern Ireland Federation of Sub-Aqua Clubs, (NIFSAC), formed in 1975, as the Regional Governing Body for the local administration and development of the Sport of Underwater Swimming at the request of the Sports Council for N.I.

At the time, there were clubs in the Province under different governing bodies, i.e. the British Sub-Aqua Club (BSAC) and the Irish Underwater Federation (CFT). Without the formation of the Federation the Sports Council would only recognise the BSAC as the official governing body, thereby not allowing CFT to apply for Sports Council grants.

The man behind the formation of NIFSAC was its first President,the late Dr. Douglas Boyd, a founder member, and past President, of the Belfast Sub-Aqua Club. Dr. Boyd worked tirelessly for some time to get the agreement of both the BSAC and CFT, and to draft a Constitution for the Federation that would be acceptable to all parties.
